City of Newport Beach Study Of Tidelands rates

The City intends to study different user groups at different times between Fall of 2026 and approximately Summer of 2027. The plan at this time is for the Harbor Commission to make a recommendation for each user group after their study and stakeholder sessions.

Materials will be added as they become available.

The expected order of studies is:

1) Yacht Club Mooring Fields

2) Residential Pier Permittees

3) Liveaboard Community

4) Mooring Permittees

About Us

Questions Raised during the 10.28.26 Stakeholder Meeting

  1. Why look to Sarasota, Florida, while overlooking other comparable mooring fields right here in California? What explains the choice of comparables used in the appraisal?
  2. Why is the City appraising individual tidelands user groups separately instead of taking a comprehensive, harbor-wide approach? How can rates and policies be evaluated fairly without looking at the bigger picture first? This can lead to inconsistent valuations.
  3. If we all use the same public tidelands, why should the management structure—yacht club-operated fields versus individually held mooring permits—determine how users are valued and charged? Shouldn’t the City apply consistent, transparent principles to all harbor users?
  4. Why was this 70 page appraisal released with just one day's notice prior to Stakeholder meeting?
